SPECIALIST DIPLOMA IN ELECTRICAL DESIGN & OPERATION

 

Overview

This Specialist Diploma in Electrical Design & Operation offered under the SkillsFuture Earn & Learn Programme (ELP) is a 12-month work-study programme designed to give fresh polytechnic graduates from relevant electrical engineering disciplines a career head start in the Power Engineering sector.

This course aims to deepen knowledge & skills that candidates have acquired in school and to assist in their transition to the workplace, where they will be undertaking electrical design and management of electrical projects as well as commissioning, operation and maintenance of electrical distribution systems for commercial, industrial & residential projects.


The Specialist Diploma in Electrical Design & Operation consists of two Post-Diploma Certificates (PDC) and includes On-the-Job Training at the place of employment. As this course is offered on a day release basis, participants are expected to attend classes during the weekday at Ngee Ann Polytechnic. Hence participants would need to get approval from their employers to be released from work to attend classes.

The two Post-Diploma Certificates (PDC) are:

  1. PDC in Electrical Design & Management (covering Electrical System Design; Electrical Project Management) and
  2.  PDC in Electrical Operation & Maintenance (covering Testing & Commissioning of Electrical Systems; Operation & Maintenance of Electrical Systems)

This course also seeks to equip students with the knowledge and practical skills to help prepare them for the Licensed Electrical Worker (Technician Grade) application.1

 1Subject to meeting EMA requirements for Licensed Electrical Worker (Technician Grade) application: (1) Technician diploma majoring in electrical power engineering from Ngee Ann Polytechnic or Singapore Polytechnic, and (2) Not less than 2 years of relevant practical experience in Singapore.

 The course will take 1 year to complete on a day release basis.

Who Should Attend

This course is designed for fresh2 polytechnic graduates from relevant electrical engineering disciplines who are pursuing careers in the Power Engineering sector covering design, management, operation & maintenance of electrical distribution systems for commercial, industrial & residential projects.

2Fresh polytechnic graduates are defined as those who have graduated within one year as stated in their diploma or within one year from their Operationally-ready Date (ORD) in the case of NSmen.

Course Fee

Eligible Singapore citizens and permanent residents can enjoy subsidized course fees provided by the Singapore Government. The course fees are payable on a per certificate basis and are inclusive of GST. These fees are determined based on prevailing funding policies and subject to annual review and revision.

All Singaporeans aged 25 years and above can make use of SkillsFuture Credit to pay for course fees.

SkillsFuture Earn and Learn Programme participants will not be required to pay any course fees or exam fees. The course fees and exam fees for the programme will be borne by the employer.

Entry Requirements
Relevant Working Experience
Diploma in Electrical Engineering or

Any Engineering Diploma with major in power engineering
 
 No severe vision deficiency

 

Applicants who do not meet the pre-requisite subject grades of their relevant qualifications but are assessed by Ngee Ann Polytechnic as potentially suitable candidates may, at the discretion of the Polytechnic, be considered for interviews or entrance tests.

Applicants with skills and knowledge obtained through some form of prior learning experience are also encouraged to apply to the course.

 


 

 

Course Structure

The Specialist Diploma in Electrical Design and Operation is a 12-month structured training programme that consists of two (2) Post-Diploma Certificates, including on-the-job training.

The two post-diploma certificates are:

Post Diploma Certificate in Electrical Design and Management
Modules Synopsis
Electrical System Design This module aims to refresh and deepen students' knowledge in the design of electrical distribution systems for commercial and industrial installations. The module will cover substation layout design, sizing and selection of switchgears, cables and transformers; protection scheme and relay selection and setting. Computer software such as ETAP or equivalent will be used to simulate and optimize the performance of electrical distribution systems. Students will also learn the operation principles and design of micro-grid with renewable energy sources and energy storage systems.
Electrical Project Management This module aims to equip students with the latest project management methodology and skills to work at management level on large industrial, commercial and domestic projects. The module will help the students to become better at planning work objectives, including time, cost and performance issues. Topics covered will include general contract administration skills, budget estimation, cost and quality management, schedule and time management, managing procurement, identify risk and develop risk management strategies. Students are required to work in small groups on various tasks and case studies throughout the semester.
*On-the-job training In this module, students are expected to learn through participation in structured on-the-job training programme and implementation of company-based project. The learning will be facilitated by NP lecturers and the company mentors. Students are required to demonstrate the knowledge and skills that they have acquired at the workplace. The assessment is based on pre-designed tasks, developed together with the industry partners. Students will have to make a final presentation and submit a report. The module will be jointly graded by NP lecturers and the workplace mentors.
Post Diploma Certificate in Electrical Operation and Maintenance
Modules Synopsis
Testing and Commissioning of Electrical Systems This module aims to equip students with the technical knowledge and skills for testing and commissioning of power distribution systems. Topics covered will include identification of protection schedule of the network, the testing standards, the operation and working principles of testing equipment and the testing procedures required by the authorities. The key areas of Electricity Regulations (Electricity Installations) will be included in the module. Standard tests such as primary injection test, secondary injection test, high voltage insulation test, earth resistance test, transformer ratio and vector group test, as well as protection relay testing and setting will be covered in the module.
Operation and Maintenance of Electrical Systems This module aims to deepen the skills and knowledge of students in the safe operation and maintenance of power distribution systems. This module will cover the operation principles and maintenance standards of low and high voltage equipment such as switchgears, circuit breakers, transformers, metering and protection relays. Partial discharge measurement, electrical safety requirements, electrical turn-on/shut down procedures and first aid for electrical accident will also be included in the module.
On-the-job training In this module, students are expected to learn through participation in structured on-the-job training programme and implementation of company-based project. The learning will be facilitated by NP lecturers and the company mentors. Students are required to demonstrate the knowledge and skills that they have acquired at the workplace. The assessment is based on pre-designed tasks, developed together with the industry partners. Students will have to make a final presentation and submit a report. The module will be jointly graded by NP lecturers and the workplace mentors.

* Participants enrolled into the Specialist Diploma in Electrical Design & Operations (non-ELP run) will complete a company-based project in lieu of On-the-job training.
