The Specialist Diploma in Sustainable Facilities Management is offered by Ngee Ann Polytechnic's School of Design & Environment under the SkillsFuture Earn and Learn Programme (ELP).

The course aims to deepen knowledge and skills of diploma graduates who are pursuing careers in the facilities management sector and are involved in managing the business and technical operations of commercial, residential and industrial premises.

The course covers applied property management, building services management, fire safety management, green building management and workplace health and risk management. The course also includes on-the-job training at a facilities management company.

Graduates will also be awarded a fire safety manager certificate that allows them to be registered with SCDF as a qualified fire safety manager upon completion of course.

The course will take a year to complete on a part-time basis.

The course is suitable for diploma graduates who are pursuing careers in the facilities management sector and are involved in managing the business and technical operations of commercial, residential and industrial premises.

Course Fee

Eligible Singapore citizens and permanent residents can enjoy subsidized course fees provided by the Singapore Government. The course fees are payable on a per certificate basis and are inclusive of GST. These fees are determined based on prevailing funding policies and subject to annual review and revision.

All Singaporeans aged 25 years and above can make use of SkillsFuture Credit to pay for course fees.

SkillsFuture Earn and Learn Programme participants will not be required to pay any fees. The course fees for the programme will be borne by employers.

Entry Requirements
Relevant Working Experience

Diploma or degree related to the following areas:

  • Hotel, Lesiure & Intergrated Facilities Management, Real Estate Business
  • Green Building Management, Clean Energy Management, Water & Environment Management; or
  • Any Engineering-related field (such as Electrical Engineering or Mechanical Engineering)


Recognition of Prior Learning

Applicants who do not meet the entry requirements may be considered for admission to the course based on evidence of at least 5 years of relevant working experience or supporting evidence of competency readiness.  Suitable applicants who are shortlisted may have to go through an interview and/or entrance test. The Polytechnic reserves the right to shortlist and admit applicants.

Course Structure

Upon completion of two Post-Diploma Certificates within a 2-year validity period, the candidate will be awarded the Specialist Diploma in Sustainable Facilities Management from Ngee Ann Polytechnic.

The two Post-Diploma Certificates are:

Post Diploma Certificate in Facilities Management
Modules Synopsis
Applied Property Management

In this module, students will learn property management skills including management and maintenance of properties, general accounting, budgeting, financial reporting, arrears management, tenancy agreements, contracts management, tendering & procurement process and, interpersonal & communication skills. The concept of strata titles, management of strata-titled properties with reference to Building Maintenance and Strata Management Act (BMSMA) will also be covered.


Building Services Management This module covers the management and operation of all the engineering systems that are installed in the built environment. This will include the management and operation of the air-conditioning, lighting, elevator, electrical and water supply systems with emphasis in environmental sustainability and optimizing cost-effectiveness.
Fire Safety Management This module provides students with the knowledge on the roles of Fire Safety Manager. Topics include fire safety management, management of evacuation procedures for the different occupants in buildings, casualty management and case studies.
Post Diploma Certificate in Built Environment Management
Modules Synopsis
Green Building Management In this module, students will be equipped with the knowledge in green building features and design strategies. This will include study of Green Mark Schemes and the application of sustainable green technologies to optimize building systems operation. Students will also acquire the necessary skills to manage the design and development of buildings that are energy and water efficient; and with indoor environmental quality.
Workplace Health & Risk Management This module focuses on workplace safety, hazards and risk management for different organisations and physical environment. Participants will learn to apply appropriate risk assessment and management techniques and hazard control measures.
*On-Job-Training in Facilities Management This OJT-based module allow the students to apply the knowledge they gained on the various FM job role according to the OJT blue print designed by their workplace. The students will need to prepare a report and make a presentation on how they had applied the knowledge at their workplace. This module will be jointly graded with the workplace mentors.
Note: The modules above are subject to changes.

Some lessons in the modules of this course may be conducted via online learning where participants will be able to learn at their own pace anywhere and/or anytime.

* Participants enrolled into the Specialist Diploma in Operation & Sustainable Facilities Management (non-ELP run) will complete a company-based project in lieu of On-the-job training.
